Corporate fund “Social Fund of JSC “NC “SEC “Saryarka”

In order to finance the social development of the Karaganda Region in 2008, the SEC has established a non-profit foundation – Corporate Social Development Fund “Saryarka”, renamed the Corporate Fund “Social Fund of JSC “NC “SEC “Saryarka” in 2012 (hereinafter “the Fund”).

Implementation of social projects in the district is the Aim and objective of the Fund.

Selection of social projects is carried out by the criteria of social importance and priority, taking into account the peculiarities of the social and economic development of the area. At the same time, funding of the announced projects shall not be provided for in the Central Government Budget or local budget.

Activities of the Fund:

•   financing of projects in the field of education, namely construction and/or reconstruction, including the modernization of pre-school institutions (kindergartens), schools, vocational technical schools/colleges;

•   financing of projects in the field of health, namely the construction and/or reconstruction, including the modernization of health resort institutions, diagnostic and rehabilitation centers.

•   financing of projects in the field of sport, namely the construction and/or reconstruction, including the modernization of sport and fitness complexes (facilities).

The Fund may engage in business activities only as far as it is consistent with its statutory objectives.

In accordance with the legislation, certain types of activity may be carried out by the Fund only on the basis of a license.

In order to determine the social needs of the population, the Fund closely cooperates with local executive bodies, local authorities, non-governmental organizations and the business community. According to the requirements of the Regulations of the Fund, competitive projects shall be evaluated with due regard to the following criteria:

1.  The projects to be financed shall meet the aims and objectives of the Fund and be defined as socially important (p. 5.5.1 of the Regulations).

2.  Projects to be funded shall be consistent with the priority areas of the Fund’s activity and comply with the requirements of the Articles of Association and other constituent documents (p. 5.5.2 of the Regulations).

3.  Projects shall be financed considering social needs, irrespective of territorial location in the region and the amount of funds requested (p.5.6 of the Regulations).

4.  The final selection of social projects to be funded shall be carried out at the meeting of the Board of Trustees of the Fund.

In accordance with the results following the collection and analysis of the proposals, annually approves the list of social projects (programs) to be financed.

Selection of social projects is carried out by the criteria of social importance and priority, taking into account the peculiarities of the social and economic development of the area.

Preference is given to those projects that have not been provided for in the Central Government Budget or local budget.

Financial capacity of the Fund shall be accounted for when selecting social projects.

In 2015, the scheduled receipt from constituent agreement partners and under contractual obligations is expected to be 23,513,000 tenge. Arrears of previous years (2009-2014) under contractual obligations are 37,000,000 tenge, from the partners under the constituent agreements – 28,117,000 tenge, total – 65,117,000 tenge.

The number and cost of implemented social projects, their locations, as well as other activities carried out by the Fund at the expense of social security contributions:

1. In October 2011, the Fund provided financial assistance totaling 25,000 thousand tenge to complete the construction of a socially significant facility – tennis center in Karaganda.

2. In October 2011, financial assistance was provided to complete the construction of the Ice Palace in Karaganda totaling 25,000 thousand tenge.

3.In May 2012, a project to provide financial assistance for the completion of construction of socially significant facilities in Karaganda was implemented: central mosque at a cost of 50,000 thousand tenge.

4.  Construction of an extension to the Junior Secondary School No.144 of Manadyr in Zhanaarka District at a cost of 11,168 thousand tenge;

5. Acquisition of medical equipment for a rural hospital in Zhezdy village in Ulytau District in the amount of 2,410 thousand tenge.

6.  From September 2013 to June 21, 2014, a project to repair the Akzhar Secondary School in the village Kurilis of Bukhar-Zhyrau District in the amount of 33,782 thousand tenge was implemented:

  • Installation of modular boiler room with boilers for school heating supply;
  • Routine repair of the school heating system;
  • Routine repair of school premises in the basement;
  • Purchase of sports equipment, facade;
  • Repair of gym;

7. Multifunction court was installed in Tugisken village of Zhanaarka District at a cost of 6850 thousand tenge;

8. Multifunction court was installed in Moyynty village of Shet District at a cost of 6850 thousand tenge;

9. Multifunction court was installed in Esengeldy village of Abay District at a cost of 7300 thousand tenge.

The main criteria for the selection of settlements were the largest number of residents, compact location with other settlements, distance from the district center and the willingness of local authorities to provide a plot of land.

Currently the Fund has 10 projects. Among them are: 1 project in Zhanaarka District totaling 13,093,397 tenge, 2 projects in Karkaralinsk District at a cost of 17,880,900 tenge and 7 projects in Shet District at a cost of 34,568,807 tenge.

Education, Physical Culture and Sports Department of Zhanaarka District has applied for the financing of the project for modernization of the kindergarten in Kyzylzhar under the state program “Balapan” amounting to 13,093,297 tenge:

  1. Reconstruction cost totaling 8,193,397 tenge;
  2. Acquisition of the necessary equipment and tools for the further operation of the kindergarten – 4,900,000 tenge

Akim of Karkaralinsk District has applied for the financing of the project to repair two schools totaling 17,880,900 tenge:

  1. Tatanskaya Secondary School No. 23 at a cost of 10,575,900 tenge;
  2. Akzhol Secondary School No. 12 at a cost of 7,305,000 tenge.

G.Zh. Abikeev, the Principal of Nurataldinsk Secondary School in Koshkarbay village of Shet District, has sent a request for financial assistance on seven projects totaling 34,568,807 tenge:

  1. Major repair of the right side of the kindergarten school building – 12,401,057 tenge;
  2. Routine repair of the hall in the building and the premises in the school basement – 1,500,000 tenge;
  3. Paving of 2990 sq. m – 5,157,750 tenge;
  4. Installation of the outdoor playground – 2,500,000 tenge;
  5. Purchase of study guides and technical training resources for classrooms of mathematics, history, Kazakh language and literature – 3,500,000 tenge;
  6. Purchase of plastic gaming equipment, trampoline – 1,500,000 tenge;
  7. Purchase and installation of multipurpose hockey court – 8,010,000 tenge.

During the period from 2011 to December 22, 2014, a sum of 208,736.8 thousand tenge was received from subsoil users and constituent agreement partners under contractual obligations, as well as deposit remuneration of 837 thousand tenge, total 209,573.8 thousand tenge:

  • in 2011, 94,808.5 thousand tenge, including the deposit of 646.5 thousand tenge;
  • in 2012, 48,509.5 thousand tenge, including the deposit of 190.5 thousand tenge;
  • in 2013, 50,218.8 thousand tenge;
  • in 2014, 16,337.0 thousand tenge.
